We're so blessed with a dog that doesn't do such things. He went through a phase where he'd eat anything he could find in the bathroom trash, particularly used kleenex.
My brother-in-law's dog is a shredder, be thankful you don't have that!
The real question, though: What's her reaction when caught?
We had a cat that was a shredder of paper products. Toilet paper, paper towels, and newspaper....all had to be put out of reach. Talk about annoying. Sam just wants to chew on things....and since she has all these soft fluffy toys, I guess toilet paper seems similar to her. :-)
When caught....no reaction. We take it from her, give her something she CAN chew on, and that's it. She doesn't run away with it, she doesn't cower in fear. If anything, she's proud that she found it. :-) :-)
You can imagine the grossness my little doggie gets into with 2 girls who don't know how to close a bathroom door or empty a trash can. It's gag a maggot awful.
@ Moonspun - well, we did take her to the vet this morning so SHE can become an IT. We tried to make sure and not talk about it around her, but maybe the other dog tattled? :-)

My daughter also keeps herself similarly busy.
